MID meters, SAPs and charging session data for ERE-E
ERE-E metering must demonstrate the electricity delivered to transport. The main meter, secondary allocation point and charging management system each serve a different purpose.

Three ways to separate transport consumption
The NEa permits three arrangements:
- The main connection is used exclusively for transport.
- A secondary allocation point behind the main connection is used exclusively for transport.
- Each charge point has an integrated MID meter.
All three require measured deliveries. The metered delivery point to the vehicle determines the kWh registered. Total imports at a mixed site are insufficient.
A MID meter has a valid conformity assessment and the required markings. These demonstrate compliance with the statutory metering requirements.
Integrated MID meters from 2026
When using a MID meter to prove exclusive transport consumption, it must be integrated into the charger from January 2026.
Businesses that already registered deliveries before 2026 using external MID meters have a transition year: the NEa will not enforce the integrated-meter requirement against them in 2026. They need to adapt their installation. Private individuals have no such transition period.
What a SAP does
A secondary allocation point, abbreviated to SAP in Dutch, has its own EAN code and meter behind the main connection. It is registered by the grid operator. This allows charging consumption to be billed separately without a new physical main connection.
A SAP used exclusively for transport can provide the required separation. Owning that SAP does not automatically grant the right to register deliveries. The registered connected party of the main connection remains decisive. Registration uses that main connection's EAN code.
What the charging management system provides
A Charging Station Management System (CSMS) records sessions, including charge point, time, kWh and customer reference. These records help check the measured delivery. The system does not replace a required meter.
Check that sessions match meter readings and invoices. Record differences, faults and corrections. For shore power or terminal machinery, use data from the corresponding management systems.
Also keep meter type, meter identification and the connection diagram. These let a verifier trace where each volume was measured. See what belongs in an ERE-E evidence file.
