Swappable vehicle batteries

A swappable vehicle battery is charged outside the vehicle and then reinstalled. The battery must be intended exclusively for vehicle propulsion and only be capable of that use. The regulation also covers swappable batteries for mobile machinery.

This can apply to electric terminal tractors or AGVs. Electricity must be measured, and the records must connect the charging location, battery and transport use.

A general mobile battery pack that also supplies buildings or backup power does not meet this exception. Stating that a battery is sometimes used for transport is insufficient.

Battery packs and electrolyte for vessels

For inland and maritime shipping, the regulation includes electricity supplied through a battery pack or electrolyte. This can cover battery containers charged at a fixed location and then delivered to an electric vessel.

Record:

• The electricity supplied in kWh.
• The vessel's name and ENI or IMO number.
• The location where the battery pack or electrolyte was charged.
• Evidence of delivery through that pack or electrolyte.

The sector determines the unit type: BRE-E for inland shipping and ZRE-E for maritime shipping. A battery container for a vessel therefore needs evidence of the vessel delivery.

A buffer battery is an intermediate step

Charging a stationary battery is not itself a delivery to transport. If that battery later feeds a charger or shore power installation, assess the final delivery to the vehicle or vessel. Do not count the same electricity twice.

A claim of 100% renewable electricity also requires evidence of origin. A battery that receives grid electricity or supplies other consumers needs hourly records for that claim. The rules for on-site generation and storage explain this.
